SCCA and NTUC Deepen Partnership with MOU to Strengthen Support for Singapore’s In-House Counsel Community
Singapore, 19 May 2026 — The Singapore Corporate Counsel Association (SCCA) is pleased to announce the signing of a Memorandum of Understanding (MOU) with the National Trades Union Congress (NTUC), marking a significant step forward in strengthening support for Singapore’s in-house counsel community.
Since 2015, as part of NTUC’s outreach to Professionals, Managers and Executives (PMEs), SCCA has worked closely with NTUC to support the professional development, employability, and career resilience of in-house counsel. Building on this longstanding relationship, NTUC and SCCA are deepening their partnership through this MOU which will be in effect from 24 April 2026 to 23 April 2029.
A key milestone of this partnership is the establishment of a Company Training Committee (CTC), which will serve as a joint platform to support workforce training, job redesign, and work transformation initiatives. This is particularly timely, as the in-house legal profession continues to navigate rapid economic shifts driven by technology and artificial intelligence.
Through this deepened collaboration, SCCA will enhance skills development opportunities for its members, including access to the Union Training Assistance Programme (UTAP) funding for eligible courses. Selected participants of SCCA masterclasses will also receive sponsored NTUC memberships, unlocking greater access to training support, resources, and professional development opportunities.
The partnership will also encompass broader areas of collaboration, including NTUC membership privileges and structured engagements aimed at promoting harmonious labour relations within the in-house legal community.
Reflecting on this collaboration, Mr Daniel Choo, President of SCCA, said:
“In-house counsel today stand at the intersection of law, business, and strategy. As their roles continue to evolve in response to AI and shifting business demands, it is critical that they are equipped with the right skills and support.
This partnership with the NTUC marks an important milestone in strengthening the professional development ecosystem for our members. We are encouraged that 19 SCCA Academy programmes have already been approved for UTAP funding, and we will continue to submit more courses in the months ahead to expand access to upskilling opportunities.
We are also excited about the collaboration on the CTE initiative, which provides a structured pathway for transformation, and we hope to extend its benefits to more in-house legal teams as they navigate digitalisation and AI-driven change.
We also extend our appreciation to Mr Patrick Tay, SCCA Honorary Member and NTUC Assistant Secretary-General, for his instrumental role in spearheading this collaboration.”
